The impact of individual projects (the FP7 Coordination Actions) and of the overall European food cluster needs to be taken account of in any performance assessment. So there is a need to develop appropriate benchmarks and a methodology for their analysis.
Objectives will be defined that reflect the individual project actions and the European food cluster at a macro level. It will
not be sufficient simply to confirm upgrading of a particular S&T resource or reinforcement of the capacities of an institute at a specific geographical location as justification for, or outcome of, establishing a European Food Cluster.
